Responsibilities:


Reporting to the Group Treasurer, you will lead Treasury & Markets’ Resource Mobilisation Department, shaping the funding strategy, executing funding plans, and managing a diverse team. Your department secures broad market access and deep liquidity pools to support the Bank’s goal of expanding Africa’s share of global trade. You’ll develop robust resource mobilisation and investor‑engagement plans aligned with the Division and Group Funding Programme for Board approval, then drive execution of the Group’s treasury fundraising and related initiatives as directed by the Group Treasurer. This role requires a hands-on, self-starter with a passion for Global Africa who can hit the ground running and drive results with minimal supervision.


  • Strategy Development and Implementation:

    • Develop and implement a resource mobilisation strategy that allows for a robust market access of the Bank to debt and loan capital markets.
    • Develop and operationalise a resource mobilisation framework that fits into the Bank’s growth plans outlined in the Bank’s Strategic Plan.

  • Resource Planning and Management:

    • Develop and operationalise a Treasury & Markets’ Resource Mobilisation Department’s talent resource planning framework to ensure that succession planning is in place.
    • Work with the Treasury & Markets’ Analytics, Planning and Reporting in establishing the Bank’s funding gap and a detailed commentary of how the gap shall be funded for each budget financial year.
    • Develop and operationalise the annual activity plan for the Treasury & Market’s Resource Mobilisation Department.
    • Liaise with Guarantees & Specialised Finance team on their funding capabilities for the year and build this into the main funding plan.
    • Provide treasury markets intelligence and economic assumption inputs into the Group Treasury planning process.

  • Global Africa Resource Mobilisation:

    • Developing, implementing, and monitoring fundraising strategies, that includes yearly targets to meet the current and future Africa – sourced funding budget, in line with the Bank’s global limits in place.
    • Approaching and raising funds from African and Caribbean Central Banks, Fund Managers, Institutional Investors, banks, and corporates among other Global African entities in line with Bank’s wider strategy of diversifying its funding base.
    • Developing, managing, and updating the Bank’s databases to record investors’ contacts and preference information necessary for fund-raising engagement activities.

    • Maintaining a network of African and Caribbean Central Banks, African Institutions, Fund Managers, African corporates among other contacts and effectively managing and maximizing these relationships.
    • Coordinating Debt and Capital Market activities in targeted local markets within the Global Africa space where the Bank, as part of the wider strategy, targets to raise local currency funding.
    • Contribute to key processes for the strengthening of the operational environment for Global Africa Resource Mobilization including updating and/or developing related implementation procedures and operational guidelines for wholesale deposits or new funding instruments; and
    • Realizing wholesale deposits takings in line with the Bank’s standing guidelines.

  • Execution of the Funding Plan:

    • Developing strategies to raise funds for the group in the international financial markets.
    • Identify new funding sources to diversify the bank’s funding sources.
    • Participating in the long-term capital markets activities, including debt financing through public issuances and private placements under the GMTN Programme as well as raising funds from the loan market.
    • Responsible for negotiating suitable pricing for all funding transactions.
    • Assist the Guarantees and Specialised Finance team with analysis and recommendations on pricing quoted by ECA’s and DFI’s.

  • Risk Management:

    • Oversee daily treasury operational risk identification, assessment, and reporting that emanates from treasury fund raising activities.
    • Manage the process framework for treasury financial risk documentation and reporting with the Treasury & Markets’ Resource Mobilisation Department and the Division as a whole.
    • Communicate and train team and other stakeholders on treasury risk management, acting as a treasury and markets expert.
    • Own risk management and audit processes for the department.
    • Work with the Treasury & Markets’ Liquidity and Relationship Management and the Balance Sheet Risk Management team to regularly test and operationalise the Bank’s Contingency Funding Plan.

  • Championing the Bank’s Securitisation Programme:

    • Develop and execute the bank’s securitization program for both synthetic and collateralized loan obligation structures.
    • Actively manage the securitization program by insuring replenishments when necessary
    • Upscale the securitization program in line with business requirements.

  • Sustainable Finance Resource Mobilisation:

    • Develop the bank’s sustainable liabilities financing framework.
    • Update the sustainable finance framework on an ongoing basis.
    • Raise funds to fund the Bank’s Sustainable Finance Projects, such as Green Projects, Social Projects as well as Climate Finance related projects

  • Governance and Reporting Process Management:

    • Manage the Assets-liabilities Management governance process and coordinate the Treasury & Markets' role in ALCO. Represent the division in governance forums and lead team risk discussions.
    • Analysis and reporting of progress of the Africa-focus funding Mobilization Plan/Strategy on a periodic basis.

  • Treasury Management System (TMS):

    • Any other duties that may be assigned to the role holder by Senior Management from time to time.

  • Other Responsibilities:

    • Perform additional duties as assigned by the Group Treasurer and Senior Executives.


Requirements:


  • A first degree in a relevant discipline i.e. accounting, financial management, economics, numerical or other related disciplines and a postgraduate degree in a relevant field. Recognised professional certification in a relevant field may be acceptable in lieu of a postgraduate degree.
  • Master’s degree in area of Finance, Economics, Accountancy or MBA with a specialisation in Finance or Mathematical Sciences with a speciality in Financial Mathematics.
  • Recognised Professional Qualification in Treasury Management (MCT, AMCT, CTP, ACI, ACCA, CIMA, CFA) will be a strong added advantage.
  • 12 years of experience working in the treasury and/or finance functions, of which a minimum of 5 years should involve leading teams either in a corporate or financial setting, but preferably in the financial services industry setting.
